From say 9 December 2011 Article 4 is soon due to curtail the number of shared houses in canterbury.
If you are a landord / landlady you should seek guidance (come in and have a chat).  You may need to act quickly if you are minded to let your house anytime soon! 

Soon after early December 2011 you may be required to obtain planning permission to let to 3 or more home sharers.  This could involve paying a fee of around £350 and waiting some months for a decision.  If your application is declined you cannot legally let to more than two sharers.  You are permitted to let to a family, but the loan to rent ratio may be insuficient to repay your mortgage!  Break the rules and the panalties are likely onerous; comparable with not having a license as at present for some mandatory licenced properties.
 
If you are not an accredited landlord you may in 2012 be required to pay a license fee ((expensive) under selective licensing and be subject to more stringent rules than at present.

If you let to 5 or more tenants on 3 or more storeys you need a license anyway.

If you let to 7 or more sharers regardless of the number of floors; you need planning permission anyway.
